Yvonne Evans appointed as Chair of the Scottish Fundraising Adjudication Panel
Yvonne took over the position from Co-Chairs Morna Black and Stephen Shirres, who stepped down on Wednesday 31 December 2025, after leading the Panel for the past two years, during which they guided it through a period of significant development in fundraising regulation, including the Panel’s contribution to the consultation on the new Code of Fundraising Practice.
About Yvonne
Yvonne joined the Panel in 2022 and was elected Vice Chair in April 2024. Outside of the Panel, Yvonne is a Senior Lecturer in Law at the University of Dundee and previously practised as a solicitor. She specialises in Scots trusts, succession and tax law and is a member of the Law Society of Scotland’s Trusts and Succession and Charity Law sub-committees.

Morna and Stephen joined the Panel in 2022 and were unanimously elected to lead the Scottish Fundraising Adjudication Panel (the ‘Panel’) as co-chairs for the first time in the Panel’s history, in January 2024.
On stepping down as Co-Chairs Stephen Shirres and Morna Black said:
“It has been our privilege to serve as Co-Chairs of the Scottish Fundraising Adjudication Panel and we are delighted to hand over to Yvonne, whose experience and knowledge make her the ideal person to lead the Panel.”
