Scottish Fundraising Adjudication Panel Adds to Expertise with Four New Members
Scotland’s fundraising regulatory body, the Scottish Fundraising Adjudication Panel (the ‘Panel’) has entered 2026 by appointing four new members to add to the organisation’s skillset and broaden the organisation’s capabilities. The new appointees: David Finkelstein, Brook Marshall, Craig Shepherd and Nicola Sinclair bring a wealth of expertise to the Panel alongside decades of experience in fundraising, arbitration, governance and operational management.
David Finkelstein is an Honorary Professor in the Department of Information Studies at University College London with over 30 years of experience in senior management and governance roles in charitable organisations and higher education institutions in Scotland and England.
Brook Marshall has spent over 10 years working in the charity sector in a variety of operational roles within corporate services and has served on and chaired several boards in small, medium and large organisations.
Craig Shepherd is a trained solicitor and experienced arbitrator who has worked in Scotland, England, and internationally. He has spent over 30 years in the practice and procedure of resolving disputes in a fair, legal and transparent way.
Nicola Sinclair is the Head of Engagement at NHS Lothian Charity and has accrued more than 20 years of experience in the charity sector including roles with MS Society Scotland and Shelter Scotland and Erskine. She has also held several trusteeships and voluntary positions with the Chartered Institute of Fundraising.
