Fundraising Regulator introduces new Code of Fundraising Practice
The Scottish Fundraising Adjudication Panel welcomes the Fundraising Regulator’s launch of the new Code of Fundraising Practice.
Fundraising in Scotland is subject to a system of enhanced self-regulation in-line with the Code of Fundraising Practice. The Code of Fundraising Practice (the ‘Code’) outlines the standards expected of all charitable fundraising organisations across the UK. The standards were originally developed by the fundraising community through the work of the Institute of Fundraising (IoF) and Public Fundraising Association (PFRA) before being transferred to the newly formed Fundraising Regulator in 2016.
In 2022, the Fundraising Regulator began a review of the Code to ensure it remained up to date, reflected best practice, and was relevant in the ever-evolving fundraising landscape. During this time a three-stage consultation process was carried out which included a call for information and public consultations. This resulted in the newly launched Code: www.fundraisingregulator.org.uk/CodeofFundraisingPractice
Here are some of the features of the new Code:
- A Principles-based approach: The Code will use a principles-based approach, making it clearer and easier to understand – whilst maintaining its specificity
- Enhanced accessibility: The Code is now 45% shorter than the previous version, making it clearer and easier to use
- Improved signposting: The new Code utilises improved signposting to legal requirements and external guidance
- Strengthened protections for fundraisers: The code includes additional requirements to protect fundraisers from harm and harassment while fundraising
- Supports innovation: The new Code can be applied to emerging technologies and fundraising practices whilst ensuring fundraising continues to meet the highest standards.
Over the next six-months a transition period will give fundraising organisations time to familiarise themselves with the new Code, update their policies and processes, and provide training to their staff and volunteers. The new Code will be effective from 1st November 2025.
To support the implementation of the new Code the Fundraising Regulator has published a set of support guides and will publish more over the coming months. www.fundraisingregulator.org.uk/code/code-2025
The Panel would like to thank the Fundraising Regulator for carrying out this essential undertaking and all those who made this review possible.
